I had a similar experience with a Mexican restaurant a few years ago. It was in kind of a rougher neighborhood semi-run down part of the city, but the inside had the charm of a fine restaurant.
Hmm, come to think of it, I do not know what the inside of my favorite pizza place looks like. I am not even sure where it is located.
I’m affraid to know. I might stop ordering from them if I did.

Some of the best resturants I’ve been to have been in “poorer” neighborhoods.
I guess lower rent means they can afford better quality.
